Sarasota plastic surgeon arrested for practicing with revoked license

Sarasota, Florida -- After numerous complaints to The Florida Department of Health, a Sarasota plastic surgeon is behind bars Tuesday for practicing medicine with a revoked license.

In October 2013, an FDOH investigator notified the Sarasota Police Department Narcotics Unit after researching complaints into Dr. Leonard Rubinstein's medical office at 1805 Siesta Drive.

The investigator had learned that Dr. Rubinstein was advertising his office as a "center for integration in cosmetic surgery, rejuvenation medicine, ears, nose, throat and allergy...skin wellness" via a sign out front despite the fact his license was permanently revoked on Dec. 7, 2012 following numerous years of discipline.

This prompted an undercover investigation by Sarasota Police's Narcotics Unit. On Nov. 5, an undercover officer called the office posing as a potential patient interested in having breast augmentation.

During her conversation with Dr. Rubinstein, he urged her to come to his office for a consultation.

On Nov. 20, while equipped with a wire, the undercover detective and another officer posing as her significant other went for the consultation where Dr. Rubinstein spoke with them about a technique he had pioneered and how he was the only person capable of performing the procedure with successful results.

Dr. Rubinstein continued to explain that he was not currently licensed in the United States and, therefore, conducts all surgeries in Cancun, Mexico. At no time, did he mention that his medical license has actually been revoked.

Dr. Rubinstein then completed the consultation and discussed payment and follow-up appointments. He charged the undercover couple a consultation fee of $295 which they paid for by credit card and completed the transaction using a device attached to his personal cell phone.

Based on that visit, there was enough probable cause for detectives to make the case Rubinstein was attempting or offering to practice medicine with a revoked license and he was arrested and charged with such.

During a search of his Sarasota office, detectives seized numerous medical records and marketing materials that indicated Dr. Rubinstein was currently practicing medicine as well as evidence of illegally-obtained controlled substance medication. As a result, several more charges are expected.

Rubinstein's mug shot from his arrest on Monday shows a gray-haired 59-year-old man unlike the much younger-looking picture Rubinstein uses of himself his business website.

10 News tried reaching Rubinstein at his Siesta Key home but no one answered. We also approached a woman walking into his home, but she too did not answer our questions.

A notice posted on Rubinstein's office door advises patients they can find a their records at the Sarasota Police Department.

Sarasota Police encourage any of Rubinstein's patients in the last year to contact Sarasota Police Department's Lieutenant James Rieser of the Sarasota Police Department Bureau of Criminal Investigations at (941) 954-7093. Investigators say as more patients come forward expect more charges filed against Rubinstein.
